Station Redevelopment

The NCTD Board of Directors adopted a policy in February 2016 to pursue joint use and development of real property. The goals are to ensure transit is a priority, that projects are fiscally responsible, and that there is community engagement.

The benefits of redevelopment are multipronged: the generation of revenue through long-term ground leases, increased transit ridership, creation of jobs and affordable housing, and a reduction of automobile reliance.

There are currently eleven NCTD redevelopment projects being considered in various stages. They include:


Real Estate Redevelopment

OTC

In 1984, the Oceanside Transit Center was rebuilt to replace a 1940’s Santa Fe Depot. Since then, additional modifications have been made to the center to accommodate additional train and bus service. NCTD, through a series of studies, determined that redevelopment of the site would facilitate bus to rail connectivity for its riders; provide opportunities for enhanced amenities that would improve customer experience; and support regional housing goals.

In January 2020, a Request for Proposal (RFP) was published, and through a robust selection process, on September 17, 2020, the NCTD Board of Directors authorized the Executive Director to enter into an Exclusive Negotiating Agreement (ENA) with Toll Brothers, Inc. (Toll Brothers). At that time, it was determined that Toll Brothers’ proposal best represented NCTD’s vision for the redevelopment of OTC. Its proposal included, among other features, relocation of the BREEZE bus loop turnaround to a location adjacent to the SPRINTER and COASTER platforms; transit specific parking; ground floor activation; transit serving amenities, such as shade structures, water fountains, new customer service center and bus operator rest facilities; and exceeded the City of Oceanside’s minimum inclusionary requirement of 10% providing for a robust mixed-use development.

CARLSBAD VILLAGE and POINSETTIA STATIONS

A feasibility study was completed in 2008, which identified the Carlsbad Village and Poinsettia Transit Stations as two locations that would largely benefit from the redevelopment process. The Carlsbad Redevelopment Projects will create new opportunities for affordable housing, work and leisure activities that provide job opportunities and new tax revenue, reduce automobile reliance, and maximize North County’s access to the greater San Diego area through a large and diverse public transportation network.

In January of 2023, the North County Transit District’s (NCTD) Board of Directors voted in favor of entering into Exclusive Negotiation Agreements (ENA) with SBP Fabric, a partnership between Sea Breeze Properties, L.L.C. and Fabric Investments, Inc., and Raintree Partners for the Carlsbad Village and Poinsettia Transit Station Redevelopment Projects, respectively. The Board action is the first step toward transforming the existing transit stations into vibrant community gathering spaces where residents and visitors can live, work, play and ride.

The approved developers for both sites are now in the feasibility and design phase of the projects.

Escondido Transit Center redevelopment site

ESCONDIDO TRANSIT CENTER

The Escondido Transit Center is the largest transit redevelopment site. NCTD sought proposals for a mixed-use development that connected inland communities to the coast through the SPRINTER hybrid rail line and to downtown San Diego in summer 2023. Such a development was envisioned to offer pedestrian friendly opportunities, trail connections and extend the City of Escondido’s downtown area.

On October 19, 2023, NCTD entered an Exclusive Negotiating Agreement with Waterford Properties and Toll Brothers Apartment Living, a division of Toll Brothers, Inc., to develop the Escondido Transit Center.
