Short Range Transit Plan The Short-Range Transit Plan (SRTP), prepared by NCTD, documents the District's ongoing transit planning and development process, and presents transit service and capital improvement proposals for a three-year planning horizon. The development of the SRTP is in accordance with the State of California's enabling legislation PUC Section 125300, which states, "The Board shall be responsible for short-term operation and financial planning for transit systems within the area of its jurisdiction". Although typically prepared annually, NCTD has not prepared an SRTP since FY 1996. The FY 2003-2007 SRTP is based on the Fast Forward Strategic Business Plan and other transit policies adopted by the North San Diego County Transit Development Board (NSDCTDB).
