NCTD Deputy Chief Executive Officer Lori A. Winfree Reappointed as Member of the Passenger Rail Advisory Committee

Winfree to advise the Surface Transportation Board on issues impacting passenger rail service for the next three years
Oceanside, CA – The federal Surface Transportation Board (STB, Board) has reappointed North County Transit – San Diego Railroad (NCTD) Deputy Chief Executive Officer and Chief General Counsel Lori A. Winfree to serve a second term as a member of the Passenger Rail Advisory Committee (PRAC). Her three-year term will extend through March 31, 2029.

In this role, Winfree works with the Liability Subcommittee to identify and evaluate impediments to passenger rail expansion and provide feedback and recommendations to the Board. Over the past two years, she has also served as the Secretary of PRAC, where she has been responsible for preparing meeting minutes for public distribution and posting, as well as supporting the committee’s co-chairs in advancing PRAC’s work.

“I am grateful to Chairman Fuchs for my reappointment and look forward to continuing to serve in my capacity as a commuter rail agency member of the PRAC,” said Winfree. “Over the course of my next term, I hope to continue to build strong partnerships among commuter and freight railroads and identify ways to improve access and expansion of commuter rail across the nation.”

The PRAC provides advice and recommendations to the STB on a range of issues affecting passenger rail service nationwide. These include improving efficiency on passenger rail routes, enhancing collaboration between passenger rail carriers and freight rail hosts, and amending regulatory processes related to intercity passenger rail to benefit the public and the communities served by passenger rail.
