North County Transit – San Diego Railroad (NCTD) is working on an Access and Safety Action Plan (ASAP) to make transit safe, efficient, and easy for all riders — especially those who currently face the greatest barriers to using the system. The ASAP will benefit everyone, because fair and safe access to transportation helps build strong, connected communities.

Transit service planning and infrastructure design increasingly relies on data to guide decision-making. Historically, transportation data has not accounted for all users, particularly women, caregivers, children, and other marginalized groups. This information gap leads to transit systems that work well for some, but not all. The ASAP is working to address this issue to help all riders get where they need to go safely, comfortably, and efficiently.

Funding for this project was provided by a Sustainable Transportation Planning Grant from the California Department of Transportation.

The ASAP will only succeed if it reflects riders’ lived experiences. That’s why we need to hear from YOU.

Whether it’s the design of a station or the services offered when you need them most, we want to know what’s working — and what’s not — so we can build a transit system where everyone feels safe and supported, no matter when, where, or how they ride.

What are the Benefits to the ASAP?

When transit is safer, more reliable, and easier to use, everyone benefits — more people ride, communities are better connected, and people have greater access to opportunities like education, employment, health services, recreation, and housing options. Access to these resources improves quality of life for riders and benefits the overall economic health of the region.

Project Goals

The goals of the ASAP are to:

  • Understand the needs and travel patterns of all riders, particularly women, caregivers, and other marginalized groups
  • Evaluate a range of infrastructure, fare, safety, and service planning improvements to overcome travel challenges, particularly those faced by women, caregivers, and other marginalized groups
  • Create a safe, convenient, and comfortable transit environment for all

Upcoming Events

Over the next couple months, we’ll be popping up at transit centers and community events across North County to hear from folks directly about what would improve their experience riding transit.
