North County Transit – San Diego Railroad (NCTD), in collaboration with MainStreet Oceanside (MSO) have undertaken a project to enhance and beautify the pedestrian tunnel at the Oceanside Transit Center.

This large-scale art project is a part of the Art that Excites Program, which was awarded a $144,000 grant from the Clean California Local Grant Program in 2023. Led by Caltrans, Clean California is a $1.2 billion initiative to beautify the state’s highway system, local communities, and transit facilities.

“Oceanside Odyssey” is an immersive mural experience showcasing Oceanside’s native habitat, from the sunset skies to the ocean’s depths. The various animals represent the variety of people in Oceanside: local and migrant. Local marine life, including native birds, dolphins, and whales, adorn the tunnel walls, culminating in a grand display welcoming the public to “CALIFORNIA.” The project will transform the high-traffic tunnel into a vibrant, welcoming space that reflects the culture and character of Oceanside.

NCTD and MSO collectively gathered 3,650 votes.

1,058 of these votes were transit riders, 61% were in favor of “Oceanside Odyssey.” 1,642 of these voters were identified as Oceanside residents; 64% voted in favor.

950 voters were nonresidents and visitors, amongst these voters, 60% were in favor.

When will the Project Begin?

Artist Jon Hamrick and his team will begin painting their winning design on the tunnel walls beneath the transit center late Summer 2025.

How Long will the Project Take?

The project is expected to take approximately 30 days to complete after painting commences.

Will the Tunnel be Closed While Under Construction?

The tunnel will remain open with temporary signage and safe ADA passage.

Besides the Art, will there be any Other Additions?

In addition to the artwork, this funding will allow NCTD to include security improvements such as cameras and speakers to increase safety for pedestrians and to extend the lifespan of the art by discouraging vandalism.

The total project cost for the Oceanside pedestrian tunnel is estimated to be approximately $231,000.
