Proposed Fencing Project

Proposed Project Overview 

NCTD’s proposed Railway Safety Enhancement Project will help minimize deaths, injuries, and fatalities that occur by trespassing on and/or illegally crossing railroad tracks, by providing fencing along the right-of-way at three targeted NCTD service locations: Del Mar Bluffs from Coast Boulevard to the Highway 101 Overpass Bridge (milepost 244.1-245.5); the City of Encinitas from the La Costa Avenue Overpass Bridge to the Encinitas Boulevard Overpass Bridge (milepost 235.1-237.6); and the City of Oceanside from Oceanside Boulevard to the Buena Vista Lagoon Bridge (milepost 227.6-228.3)This fencing will help minimize trespasser risks and improve overall safety for the public. 


Fencing Study Areas

The recommended fence locations and alignments were developed at a conceptual level and are based on an assessment of risk and high-level engineering feasibility.  

Oceanside

Prior to the end of calendar year 2020, NCTD intends to issue a job order to its Rail Job Order Contractor for the installation of right-of-way (ROW) fencing in the City of Oceanside.  The Job Order will include identifying the boundary limits of NCTD’s right-of-way, and the fencing will be installed within the property line and in accordance with the June 30, 2020 Trespasser Risk Reduction Study, Appendix 9.  To best match and connect with existing fencing, the style will be 6’ black vinyl chain link. 

 

Encinitas

The City of Encinitas and NCTD have agreed to a framework to advance rail trail, pedestrian, roadway, and rail improvements along Coast Highway 101 between La Costa Avenue and Encinitas Boulevard. The specific details of the alignment will be finalized as part of this program of projects. The City of Encinitas and NCTD have agreed to implement a post and cable fence along this corridor subject to the terms and conditions of a memorandum of agreement.   

 

Del Mar
