Zero Emission Bus

NCTD has prepared a Zero Emission Bus Transition Plan that will guide the transition to 100 percent zero emission bus operations by 2042.

In 2018, the California Air Resources Board passed the Innovative Clean Transit Regulation, which requires all transit agencies in California to transition their bus fleets to zero emission operations.

Background

NCTD is pursuing both hydrogen and battery electric zero emission technology. Battery electric buses perform well in urban environments on routes with shorter distances.

NCTD’s battery buses will be deployed out of the East Bus Division in Escondido. Hydrogen buses have a longer range and can be used on routes with longer distances. NCTD’s hydrogen buses will be deployed out of the West Bus Division in Oceanside.

NCTD has secured funding for 12 hydrogen fuel cell electric buses and 6 battery electric buses.

Cost: $1.4 million per hydrogen bus | $1.2 million per battery electric bus

Rail Zero Emission

On April 20, 2023, the NCTD Board of Directors approved a contract with DB Engineering to develop a Zero Emission Rail Fleet Strategy and provide financing, procurement, and technical support for a pilot program and full fleet transition.

Background

While the COASTER fleet is currently comprised of Tier 4 locomotives, which is cleanest technology available, NCTD is exploring zero emission rail technology for a variety of reasons:

• The California Air Resources Board is in the rulemaking process on the proposed In-Use Locomotive Regulation, which would require all locomotive operators to transition their fleets to 100% zero-emission operations by 2047
• SPRINTER vehicles are approaching the end of their useful life
• SPRINTER services could achieve interoperability with new FRA-compliant vehicles, allowing it to potentially utilize the coastal rail line.
