Oceanside Transit Center

The Oceanside Transit Center is the first of NCTD’s transit-oriented development projects and the westernmost bookend of the corridor. NCTD determined that redevelopment of the Oceanside Transit Center would facilitate bus to rail connectivity for its riders, provide opportunities for enhanced amenities that would improve customer experience and support regional housing goals. Following a robust selection process,

NCTD entered into an Exclusive Negotiating Agreement with Toll Brothers Apartment Living in 2020 after determining that its proposal best represented NCTD’s vision for the redevelopment.

Following due diligence, Toll Brothers Apartment Living launched a community engagement program in August 2022 to solicit feedback and identify project modifications and community benefits.

NCTD received a grant to fund art in the OTC underpass and is working with the local arts commission on a community initiative for this effort.

Amenities: 547 housing units, retail, customer service center, parking

Proposed Features

• A new customer service center to improve the customer experience

• Relocation of the BREEZE bus loop turnaround to a location adjacent to the SPRINTER and COASTER platforms

• A new public parking structure

• A park-like Station Plaza with shaded transit waiting areas and water fountains

• Pedestrian friendly environment

• Public and private bicycle storage

• Bus operator rest facilities

• Mixed-Income Housing, including 15% for low- and moderate-income household

• New retail and dining opportunities

What’s Next

The Draft Environment Impact Report (DEIR) for the project was released in Summer 2024 with public hearings anticipated in Fall 2024. Copies of the DEIR are available at the Oceanside Civic Center and on the City’s website. Construction is anticipated to begin in 2026 and would be phased to avoid any disruption in transit services.
