Experienced Transit Executive to Help Guide Agency Through Transition to New Leadership
Oceanside, CA – The Board of Directors of the North County Transit District (NCTD or the District) today approved the appointment of Paul J. Ballard to the position of interim executive director, effective August 28, 2023. The appointment of Mr. Ballard follows the planned retirement of the current Executive Director, Matthew O. Tucker, which was announced on August 7, 2023.
Ballard’s role during the interim appointment, which includes an initial four-month term, will be to oversee the operations of the District and support the NCTD Board of Directors during the executive director selection process. He recently served in similar interim chief executive officer roles at Trinity Metro – Fort Worth Transportation Agency in Fort Worth, Texas where he served as interim president and chief executive officer and at the Regional Transportation District in Denver, Colorado where he served as interim chief executive officer and general manager.
“We are very pleased to have identified someone with Mr. Ballard’s executive-level experience to help guide the District in the coming months as the Board conducts a process for the selection of a new executive director,” said NCTD Board Chair Jewel Edson. “Paul will be a valuable resource for NCTD’s Board and its employees during this transition.”
Ballard brings extensive experience leading transit agencies throughout the country, serving as the chief executive officer for several agencies, including Trinity Metro – Fort Worth Transportation Authority, Nashville Metropolitan Transportation Authority, and the Regional Transportation Authority of Middle Tennessee. His previous roles also include positions as president of Progressive Transportation Services, president of American Transit Corporation, managing director at ATC/Vancom International, and general manager of operations and maintenance at Bi-State Development Agency. He holds a Master of Arts in Public Administration from Webster University, St. Louis, Missouri and a Bachelor of Science in Business, Transportation and Public Utilities Management from the Indiana University School of Business, Bloomington, Indiana.
